Who we are

With over 25 years of experience in animal welfare, shelter operations, and policy reform, Pamela Briscoe brings both compassion and strategic grit to every organization she supports. She is the founder of Grace & Grit Animal Welfare Consulting, LLC, created to empower Colorado’s shelters, rescues, and municipalities with practical, PACFA-compliant tools for success.

As the former Director of the Trinidad Animal Shelter in Southern Colorado, Pamela led a full organizational transformation—establishing PACFA compliance, implementing a progressive fee schedule, and drafting and enacting all Standard Operating Procedures for the city’s municipal shelter system. Her leadership also included passing a comprehensive animal ordinance overhaul and improving live outcome rates through transparent practices and effective community education.

Pamela’s work extends beyond shelter walls into the policy arena. She has co-authored and introduced two state-level legislative bills in Colorado:

  • One that would require the mandatory reporting of all animal cruelty, including by mental health professionals, and

  • Another that addresses the mass importation of animals into Colorado, aiming to protect local shelter capacity, public health, and ethical standards.

Now based in Boise, Idaho, Pamela continues to work remotely with animal welfare organizations across Colorado—providing consulting, training, crisis response, and ordinance support that reflect both her heart and her decades of hands-on experience.
